Best defense is to learn to live Low Tech.
All electronic devices will be toast. The same effect occurs from a nuclear blast. A targeted EMP would occur without any blast or warning. Everything just goes dead. No more ATM or credit card transactions. TV and Radio would be blacked out. Military and police communications would stop. Traffic lights wouldn't work. Anything connected to a computer controller would go haywire. The power grid would blackout huge pieces of the affected area. Chaos and anarchy would ensue. That is the ultimate goal of this type of attack. The US Army has been working on contingency for this for some time but there isn't really a direct line defense other than to preempt the attack and civil preparedness.

the good news is anything that was powered off when its detonated will still work. so at least you'll have some stuff like flashlights etc.
